[Phpwm] [OT]ish CSS question

Is there anyway of specifying a default, i.e. cascading through, value for
an image tag's alt element text?
I had a mooch on Google and can't see how to.

something along the lines of;

#img1{
position:absolute;
left:10px;
top:100px;
z-index:20;
alt:"wibble";
}
