Since the PECL extension did not get approval,

The reference seems to be http://wiki.openid.net/Libraries although only the 
Janrain package seems to actually be under development? Version 2 of that came 
out in Feb http://www.openidenabled.com/php-openid/

So perhaps the question should be what else is available?
