[Phpwm] SOAP

There was a guy from IBM at the PHP London conference in 2007 who was
demonstrating a system that generated soap server from comments in the code.
As I remember it there was a reasonable amount of overhead on the system but
it was very easy. 

I'll have a look and see if I can spot him.
