[Phpwm] [OT] Personal online payment systems

Seconded. I use them a lot, for personal and business, and apart from a few
small gripes on the 'sending' end, I'd have no problem recommending them for
this.

Obviously, as long as his account is already verified, has a bank account
attached so he can make a withdrawal etc.
