[preston] Cannot chmod with ftp

I am running redhat 7.3 server.
When I ftp to the server using a normal user name I can:
create directories
upload files
overwrite files
delete file

BUT I cannot chmod any files or directories.
I can chmod when I ssh into the server, but I go in as root.

My ftp program is OK. I can chmod on other servers OK

Also, I cannot 'see' and hidden files with my ftp program. e.g. .htaccess

I suspect that there must be some setting in the httpd.conf file, but I don't know what.

Has anybody any ideas ???
