Using a cron'd script seems to be an unusual way of trying to do this. 
As procmail is already "doing stuff" when mail arrives it might be 
easiest to add a rule to that to do the notification, something like...

:0 c
*
| beep

There should also be nothing stopping the normal mail notification apps 
working, might just be you have to change a path somewhere.

I'm afraid I've not done much shell programming so can't see for sure 
where the code you've tried to write is wrong but on line 4 you've got 
== for comparison and I think it might be a single =.
