There are definitely two out there I'm afraid, I found this the other week.

The proper one is http://www.scarborough.gov.uk/

The old one (still coming up in searches) is http://www.e-sbc.co.uk/ ... 
searches still have indexed documents buried in the site and they don't 
have redirects setup - e.g. 
http://www.e-sbc.co.uk/pages/dts/parking_services/car_parking_in_scarborough.htm
