It's just laughing at me.

I had already kinda tried this via apachectl - my init.d script fires 
off apache2ctl so I added a umask in there to no avail and this doesn't 
work either.

Am I getting this right? I am running PHP as an apache module so it 
should be running as the same user as apache, and owned by the apache 
process? - hence files created with php should inherit the apache 
process's umask?

Think we've all spent far too much time discussing this now, so I'm 
going to unceremoniously given up :)
