I'm not sure there are any secure php web forum solutions.

Parinux (the Paris LUG) installed phpNuke when I was over there but we
got tired of the constant security upgrades and ended up writing some
custom code.  I'm not sure what they are running now - might well be a
custom caudium based RXML solution.

If you are going to install forum software then you might want to look
at http://templeet.org/ as the people that write it do actually care
more about security than features.

I haven't really looked at it properly myself though.
