[sclug] Chapter styles in latex

Hi

Can anyone tell me how I get my  latex document to print chapters using:

                        [CHAPTER No:] CHAPTER TITLE

Centered on page, bold font, 14pt text?

I need to make similar changes to the section and subsection headings. I am 
using a standard report document style.
