[sclug] Some changes to the list configuration.

Hi,

I know I asked for helpers to administer the list got some volunteers
and promptly did nothing about it.

I was poking about the configuration and have now changed things 
such that postings from anyone not on the list or the list of approved
posters get silently dropped.

So if you post to the and your message does not show up that is 
most likely the reason.
