How do you use dpkg to do that? (Get a copy of the deb, extract, and
compare?)

An alternative is:

	$ cd /
	$ md5sum -c /var/lib/dpkg/info/coreutils.md5sums

which is essentially what the "debsums" package provides, as its
starting point anyway.
