Personally I would have recommended Scottish Power for price, except 
that I see that suddenly they have introduced some browser detector 
software that blocks anything other than Windows and IE from accessing 
their online billing facilities. Stupid really, because it worked fine 
with Mozilla/Firefox on Windows or Linux until they did this, and their 
IT people are Linux friendly (I have spoken to a couple of them over the 
phone), oh and their  customer services  sucks and never answers emails. 
I expect they have their share of pointy-haired managers getting in the 
way. Ce la vie. :-)

So if I can invert your question and answer that instead - don't use 
Scottish Power.
