The average is defined to be 100.  When developing IQ tests you need to
test them on a number of people in your target demographic, collect their
scores, and normalise them to average 100.  You can then use it on the
rest of your target group.  This is what we did for the original Test The
Nation: tested it on a couple of hundred people before the broadcast under
NDAs then did the programme.
