I'm not even sure if there is an official SCLUG anything.

SCLUG is an informal organisation.  There are no officers.

OK I hold the sclug.org.uk domain name but that's about it as far as is
goes.

If you want to start an irc channel in the name of sclug I guess your
free to do so.
