I finally made it work. To save other people the pain, I have written up
my almost reliable recipe for building gcc and binutils here:

The core issue appears to be that the gcc maintainers do not actually
test their releases in any way, so they tend to break horribly on
environments the slightest bit different to the ones they develop on.
(Hint: releasing code with -Werror is *wrong*.)
