Well as has been suggeseted ARM is good for low power just look at all
the phones that use it.  Cheap hardware too, software is a little tricker
but Debian/NFS would be an option with most.

How about 4 x USB 2.0, 10/100 Ethernet, 400MHz ARM 9, 256M RAM and a
host of other options for $69 + shipping.  [1].  Only spotted it this
morning so know little about it other than whats on the wiki but it
looks a bargin.  Android and Angstrom available pre-built.

Should give you a reasonable performance 4 USB drive system for around
10W power consumption.

Make your own case.
