Because almost all ISP's faff around and break DNS.
Companies like BT and Virgin appear to be the worst offenders.
Not that long ago Virgin tried changing thier DNS so that all
lookups (even obvious NX's) were reporting the IP address of
a what appeared to be new proxy I assumed they were playing with.
I only noticed the issue because of errors in my cablemodem logs
and when I looked at a neighbours "outage".
