Since the mailing list is already replicated through gmane, it has been suggested that a NNTP to Web client is implemented on the scotlug site, possibly allowing two-way communciation to the list from the site.

makes a lot of sense, and as you say it kills off a lot of arguments
for/against mailing lists etc.
The way I see comms in the lug is that it's somewhat tiered. Perhaps this
could (not should) be formalised somewhat in the following manner:
- IRC, face-to-face (i.e. meeting, pub), telephone
very informal comms, discussions, arguments, conversations, etc.
- Mailing list
All manner of announcements (i.e. meetings, pub gatherings, stuff for
sale), summaries of irc/f2f/phone convos, continuing the discussions
- Website
Important announcements (i.e. meetings, LUG changes)
Willie made a good point on IRC that by proposing summaries of
conversations (and possibly proposed decisions) made on irc or other
off-list methods, it implies someone has to actually *make* the summaries.
Instead of nominating a single 'minutes taker', the process could be
automated on IRC with a bot (kyle's suggestion), or at the end of, or long
hiatus in the conversation, someone could volunteer (doesn't need to be
same person every time as that could be unfeasible) to take
summaries/minutes and post them to the list once agreed upon.
Just thinking out loud btw.
