You could do worse than Eclipse -- http://www.eclipse.org/  -- which we
use here for day-to-day development.  It's fairly full-featured from the
outset, but it has a well-established plugin API too, so it's easily
extensible.  For example, I have plugins enabled for browsing databases
and PHP code editing.
