If you feel like getting involved in Debian then do as Steve advises and
join the Debian developer list for a start. Debian is a big effort and
it's well organised with a web of trust - Steve can advise as to the correct
method of getting into Debian development.
Whilst there is nothing to stop you just going off and developing something
on your own, it is more useful, on the whole, to do something towards the
collective effort.
