Two questions:

   1).  Have you logged on?  You can't do anything with a remote
        repository until you have.

   2).  Are you working on an old directory which was checked 
        out from a local copy?  If you have then the information
        in the CVS files are incorrect.  I suggest you go to a
        new dir and check it out again.
