I think that is generally the case - but exposure to knowledgeable people
can break down some of the barriers.

This is all good stuff - thanks very much.  I'm very keen on the idea that
schools can provide a _better_ environment for kids - I don't see this as
just a lower-cost option, but as better value for money.  I don't think
schools shold necessarily spend less on IT, but rather they should get more
for their (our!) money.
