I've not found a free program for Windows for an iPaq, nor a Linux version
for a Windows iPaq.

Opie (http://opie.handhelds.org/) can talk to Kitchen Sync
(http://www.handhelds.org/~zecke/kitchensync.html) under KDE 3.1

You will need to use the serial interface to communicate with the iPaq.
