Which USB control do you have? lspci will tell you if you use the "-v"
option. For example on my Sony:
$ lspci -v -s 0:1d.1
0000:00:1d.1 USB Controller: Intel Corp. 82801CA/CAM USB (Hub #2) (rev 01) (prog-if 00 [UHCI])
Subsystem: Sony Corporation VAIO PCG-GR214EP/GR214MP/GR215MP/GR314MP/GR315MP

I/O ports at 1820 [size=32]
Then make sure that the approrate host control module is loaded.
