People like www.europc.co.uk do some really cheap pseudo-laptops
(basically desktops with an LCD screen in a laptop  style case)  - they
are portable, but don't have a battery built in (you can always get an
external one).  They are about as cheap as you can get new.

Otherwise there is always e-bay.

.. another option is Novatech's tablet-DVD player, which I believe can
be used to view JPG's on a CD-RW's and is really very cheap indeed.
