Have a look at Novatech:   http://www.novatech.co.uk/  They have the 
option not to install any OS. 

And DNUK:  http://dnuk.com/  They will pre-install Debian 3.1 Sarge, 
Fedora Core 4, Suse 9.3 or Suse 10.

I have never used either of them so can't comment on the quality of 
their kit.
