I imagine doing so would force a massive amount of recompiling on a
Gentoo system - though this may not necessarily be true.

Well, as I hinted at above - Gentoo may well do this for you whether
you like it or not.
Technically you shouldn't need to recompile most things because the
last break in binary compatibility was early in the 3.x series, but I
imagine Gentoo's chain of dependencies would be routed quite heavily
in a GCC version.
A quick question. Why do you want to upgrade GCC?
