I would check you have ubuntu-base and ubuntu-desktop installed, they are
the two packages that depend on all of the other bits and pieces that make
up ubuntu. Installing both of those should pull in what you need and get
rid of what is in the way.

did you try to upgrade from warty->hoary and have it only partially
complete maybe?
