I've found it to be very easy from the HTTP configuration files in the mod_dav packages. I'll be happy to send the version of that I like to use on Monday: I like to leave directories accessible for viewing, and require HTTPS login for modifying anything.

Please note that while FTP is old and stable as heck, it has some fascinating proxy problems and security problems. For most non-anonymous uses these days, WebDAV over SSL is superior: it's a single port, more secure,. supports chroot and basic Apache security models, and operates fine with numerous command-line and graphical tools (including lftp and I believe Konqueror), and is built into Windows as well.
