I'd remove the ?signed=1 from the URL before visiting otherwise it will
think you've already signed up. The page does actually quote the URL to
give to others to sign up:

http://petitions.pm.gov.uk/softwarepatents/

Just waiting for my email to confirm, so I'd better send this and check
for it :)
