I know that it's been mentioned before, in fact somewhere in the forums there are a number of posts regarding this subject.
The gist of Paul Hudson's response was that it's not something that they would be looking to do.
This may have changed lately of course because up until today they have never given an issue away for free, at least as far as I know.
And on the DRM front, it's unlikely that LXF would have survived the flaming if they'd DRM'd the PDF, would have been an interesting read though.

There is nothing *physically* stoping you. LXF probably guessed that if
they had employed DRM technologies than that would cause an adverse
reaction amongst the geek subscribers and they would loss more
subscribers than this experiment is trying to attract.
As there is still this thing called copyright law, and as I depend upon
that law to protect the software I right under the GPL (and other
licenses), I would advise anyone wishing to re-distribute the electronic
copy to contact the editor and ask permission.

Maybe you should write to the editor and say just that. They no doubt
are looking for ways to increase their subscribers. Maybe this
experiment of there will lead to a digital publication.
