[SWLUG] mail command

ok this is doing my head in,
how do i get mail to not be interactive, i just want to have a one line 
command run when i tell it to that sends an email to a local user, only the 
mail command insists on waiting to be told who to cc to!
plus there is no way to specify the message body in the command line though i 
can just use the subject for that, surely this stuff is basic?
i keep reading on google that 
$mail -s "subject" bascule
will do the trick, but i have to ctrl-d twice to get it sent
