Take a look at :
http://www.ubuntulinux.org/wiki/DialupModemHowto

Not the prettiest of solutions, but they're adding gnome-ppp to hoary
from what I can tell. On warty, you can get gnome-ppp from universe
(search the wiki for "universe" if you don't know how to add this).
