They do.  It seems that Fedora (and therefore probably RedHat also)
put a symlink in /etc/httpd to /var/log/httpd

[root at anwen logs]# pwd -L
/etc/httpd/logs
[root at anwen logs]# pwd -P
/var/log/httpd

Bit confusing, and somewhat pointless though.
