TCPA is the association behind the trusted computing modules (TPM). I
should mention that TPMs are also supported by Linux and there are good
reasons to use them in some situations (although Vista intends to use them
for lots of evil stuff such as DRM as well).
I'd be surprised if the TPM prevented you from installing another OS - on
my notebook the TPM and be enabled/disabled/reset from the BIOS (and also
wasn't enabled by default since it requires that you set a BIOS password).
