Quite an old article.  But it doesn't seem to say anything about 
preventing you from using an OS of your choice - it simply implies that 
unless you're running Windows you may not be able to use the TPM in your 
machine.  (And that if you're using Windows the OS may prevent you from 
using "insecure" software. (where "insecure" is defined by potentially 
untrustworthy vendors))
