I can answer this problem, although not Phillip's.

You need to type 'sudo dpkg --configure -a' into a terminal. When
prompted, enter your user's password, not root's. In Gutsy (Ubuntu
7.10), the prompt has changed to make it clearer which password sudo
needs.
