I could be wrong, of course, but if you look at the requirements:

C
Perl
OO
Various RDBMS
Apache
XML
XHTML
N-tier design

and perhaps

Middleware
Subversion
Linux

That covers a huge range of skills.  It's hard to see how they'd all 
come together in one job.  Perl CGI developer using Web services to 
connect to a back end written in C and connecting to various databases?
