there are too many applications to start enumerating them.

Most blogging platforms support RSD - an xml format describing the
protocols, which can be used to submit to the site. blogger in
particular supports atompub (atom+xml). There are libraries for
python, ruby, php, perl, ...

Otherwise, most blogging applications support RSD and nowadays atom -
look at drivel for example.

If you want to automate, just use one of the scripting language apis.
email might work, but you will tie yourself to a single platform, as
the details of hjow you mark email up differ between them
