This is second-hand and I am no an expert, salt cellar at the ready.
Long story short: there are trade-offs in terms of the number of
streams a mux operator will carry and the sort of content the stream
operators are putting out, and currently commercial DAB gives you the
worst of both worlds - inferior audio with inferior content. Things
are slightly different at the BBC, but then again they always are.
