Rhys,

If you just run the commands in Alice's email, that'll run the command 
as root.  If that works, then run the next command to add yourself to 
the dialout group.  The command 'sudo' stands for super user do.  In 
this case the super user is root.  On Ubuntu systems there isn't a root 
account you can login to.  If you want to do something as root, you can 
just use the 'sudo' command.
