[Watford] Python problem

I think the SIP phones is an entirely internal matter, mostly relating
to failing phone systems, extra buildings which the current system
wouldn't be able to expand to, and the size problems we could face if
we gamble on the currently elderly phone system not failing for
another year or two. The price of £76 a phone doesn't make things look
so nice, or the two extra 48 port PoE switches we need to power them!
