When I was there (finished 2001), 'E' and 'F' blocks had been re-furbished 
and included ethernet to each room (you had to pay about 60 quid/year to 
get hooked up), but the other blocks had nothing, so it depended which one 
you were in.  On the application form you used to be able to specify a 
preference.

'course that may have changed by now!
