I can't comment on USB but video capture is pretty well supported for
dedicated cards on Linux.

Pretty much anything that has a connexant chip on it will work (which
is a lot of cards) plus a whole host of other stuff. Also if you want
to combine a DVB-T setup for myth-tv and transferring your stuff to
dvd then there are plenty of cards that have a video-in and arial +
tuner on board for under £40. If you need a know working card let me
know and I'll dig out the specs of mine. If you need to lookup what
cards are supported there is a list in the kernal docs under
/usr/src/linux somewhere.

For recording ffmpeg is your best command line option. It will let you
pull in what you want from /dev/video1 and output in any format you
need at any frame rate. Then use something like k3b to chuck it onto
dvd.
