As for your Qt/KDevelop question, Qt is available as a
free and commercial version. Both versions are
identical in what they can do, you just pay if you
want to sell a closed source Qt basedproduct. For free
software its totally free.

KDevelop does not come with Qt as such, but it is
written in Qt and if use KDevelop you will have the Qt
libraries on your system. To program with Qt, you will
need the development software for Qt. The best way to
get this is to install a qt-dev package for your Linux
distro or download and compile the source code.

Qt is a great framework for writing software and I use
it a lot. I am happy to answer any questions on it in
the future - just post them to the list or ask at
meetings. Good luck!

PS - As for a VB lke app for Linux, Qt comes with a
interface designer for creating your interfaces
graphically, and then you apply the code in your
project.
