Do a bit of digging into "water empires" or "water monopolies".  
Basically, if a state/company ends up in a total monopoly, a small, 
external influence can bring down the entire empire.  cf Larry Niven 
(I'll get the title when I am at home) and Terry Pratchett "Interesting 
Times"
