[Wolves] multi page PDF document

I fI had a series of images that I wanted to turn into a single PDF document 
with several pages, what would be the best app to use?

Should I just place the pics onto consecutive pages of an OpenOffice document 
and then print to PDF, or is there a specific app for working with images?
