This could be because it is not configured with an IP address.  Within
Yast, select "Network Devices", "Already configured Devices", "Change". 
Select the 3Com card then click "Edit".  From "Advanced", select
"Detailed Settings".  Change "Device Activation" to "Disabled" then
click "OK" and next/finish to get out.
