There is a great big list at
http://www.opensourcecms.com/ surely some of them will
be of use. I think in many cases, they will run on any
webserver capable of supporting PHP and a database to
hold the comments in.

IIS and a non open source database (ie MS SQL) just
make things harder to set up.

Not an area I know about specifically, but you should
be able to find something at the above link.
